We are the only organization in Poland which takes advantage of the synergy between the cosmetic industry and home care products, including biocidal products and aerosols. We monitor and participate in the legal processes, acting as an expert witness to represent organisations and protect their business.
After consultations with the Member Companies, we prepare the opinions on the key issues important to the cosmetic and detergents industries – the Position of the Association. These opinions are then put forward as recommendations to the Polish Government, the European Commission and the European Parliament – institutions having a direct impact on the legislative processes and the final shape of the legislation.

The Association Manifestos
The Polish Association of Cosmetic and Detergent Industry follows the on-going as well as future changes in legislation, consults with member companies and on that basis prepares the Association’s manifesto.
The manifesto is based on the opinions of Members regarding key issues for the cosmetic and detergent sectors, including aspects related to the production and distribution:, ingredients, legal questions, comments on legislative proposals and other matters.
The manifesto acts as a joint voice for the Polish industry and its stakeholders to:
- Polish government, government agencies and the enforcement authorities.
- The European Commission and European Parliament
We are able to express our opinions in the locations where both Polish and European legislation is created.
We encourage our members to take an active part in the Association’s Working Group forums.
What is the Role of a Working Group?
In order to promote and protect the industries it represents, the Polish Association of Cosmetic and Detergent Industry has appointed four main working groups:
- Cosmetics’ Working Group
- Detergents’ Working Group
- Aerosols’ Working Group
- Communication Working Group
In addition to this, the Association has also appointing the following subgroups to focus on specific projects:
- the safety assessment of cosmetics
- marketing declarations in cosmetics
- excise duty
- the concentration of washing powder
- the Cleanright project
- the fruit picture on the detergent labelling
Joint meetings are held to discuss legal changes, problems facing the industry and actions taken by the Association. The Working Groups’ meetings are also an important platform of exchanging information, experiences and observations in the key issues for the industry.
The aim of the Working Groups is to develop a joint position of the industry on a given matter which is presented on behalf of the member companies to the Polish and European legislators. In this way, we are acting on the new law and the business environment in the cosmetic and detergent sectors. The Association’s voice is the combined voice of all our members.
The work of the groups is coordinated by the Association’s experts. The regular meetings provide participants with up-to-date knowledge. This is also an opportunity to exchange information with other members.

- as a member of A.I.S.E. we can offer insight into current legislation on detergents.
- access the up-to-date information on the legislation regarding biocidal legislation through membership of the Association in the A.I.S.E. working group on biocidal products
- direct access to the knowledge on the current legislation concerning aerosols though the membership in FEA
While participating in meetings, discussions and consultations, we have insight into any significant potential changes of legislation and any issues that need special consideration. Member companies are given full access to this.
This is also a great opportunity to present the position of the Polish cosmetic and detergent industry to international organisations such as to the European Commission.

the Chief Sanitary Inspectorate, the Office for Registration of Medicinal Products, Medical Devices, and Biocidal Products, Ministry of Development, Labour and Technology, Ministry of Climate and Environment, Ministry of Health, Ministry of Finance, the Office for Competition and Consumer Protection, Bureau for Chemical Substances
- We have a real impact on new legislation which concerns the cosmetics, detergents, biocidal products and aerosols through the participation of the Association in the actions taken by The European Commission, Cosmetics Europe, A.I.S.E and FEA
- by representing the opinions of our Member Companies we are able to understand the issues most important for cosmetic, detergent, biocidal so as aerosol industry and can forward them to the relevant Polish and European authorities
Individual Consultancy
- we support our Member Companies to resolve individual issues which may occur on a day to day basis – the experts of the Association will provide You with advice and consultancy in respect to cosmetics, detergents, biocidal products and aerosols

If we are informed by Member Companies about expectations on the part of different inspections, which, from the legal point of view are unjustified, the Association will intervene by addressing formal letters and meeting with the relevant authorities.
